Dr. Goh Escolar's closing keynote will synthesise the conference's key themes through the lens of international law and global governance. She will address the complex challenges of regulating digital financial instruments across jurisdictional boundaries and the importance of harmonised legal frameworks in an increasingly interconnected global economy.

Drawing on the HCCH's work on private international law, Dr Goh Escolar will present emerging approaches to cross-border regulation of digital assets, focusing on CBDCs, tokenised securities, and the legal implications of blockchain-based financial infrastructure. Her address will conclude with reflections on future directions for international cooperation in digital finance governance.
